About the Role
We are seeking an experienced and highly motivated Instrumentation and Control Engineer to join our Client's team in Dallas, Texas. This role is ideal for professionals with a strong background in control systems design, instrumentation integration, and programming for water and wastewater treatment facilities. The ideal candidate will possess over 5 years of experience and be well-versed in both engineering principles and real-world implementation of industrial control systems.
Key Responsibilities:
-Design, specify, and implement instrumentation and control systems for water and wastewater treatment plants
-Program and configure PLC and HMI systems
-Develop and modify SCADA systems, including screen graphics, alarm management, and data logging
-Perform control logic programming and documentation (ladder logic, structured text, function block)
-Create P&IDs, loop diagrams, control panel layouts, and I/O lists
-Ensure control system compliance with relevant codes, standards, and safety regulations
-Troubleshoot existing control systems and instrumentation issues during design, construction, and commissioning
-Coordinate with multidisciplinary teams (civil, mechanical, electrical) for seamless system integration
-Provide support in field start-up, testing, and commissioning of control systems
-Assist with developing and reviewing O&M manuals and operator training materials
-Collaborate with clients and project stakeholders to define control system requirements and architecture

Requirements
-Bachelor’s degree in Electrical Engineering, Instrumentation & Control Engineering, or a related field
-5+ years of experience in control systems and instrumentation for water/wastewater or industrial facilities
-Proficient in PLC/HMI programming (e.g., Rockwell Studio 5000, RSLogix, Wonderware, Ignition, GE Cimplicity)
-Strong working knowledge of SCADA systems, industrial networking, and telemetry integration
-Experience with Microsoft Office, AutoCAD, and control panel design tools
-Familiar with NEC, NFPA, ISA, IEEE, and local electrical codes
-Excellent verbal and written communication skills
-Ability to manage multiple projects and work in a collaborative environment
-PE license preferred but not required
Additional Qualifications:
-Control system master planning and instrumentation specifications for municipalities
-Experience in telemetry, radio, and cellular communication systems
-Ability to conduct field investigations and prepare comprehensive technical reports
